Head of Parks in the New Town of Glenrothes, formulating policy and crosscutting Operational Developments in Glasgow he has experience at Strategic Director level with politicians and Central Government funding bodies.
 
     
  He has dealt with a wide range of disciplines, worked with and led Community Groups.  
     
 
Writing articles for several professional journals provides an outlet for his recreational and outside interests along with being a Green Flag Judge and a Green Flag Judge Trainer, his enthusiasm continues unabated.
 
     
 
Parks Manager in Glenrothes. As an enthusiastic communicator with Community Groups, David was able to transfer their desires with real help, problem solving situations. This grass roots action with a very hands on and flexible workforce matched the synergy between mission, strategy and objectives. David saw the early strategy set for New Towns in the provision of open space quality landscapes and that of recreational and play facilities. This has been instrumental in his wish to see improvement in Parks and Open Spaces today.
 
     
 
Responsible for a design team in Kirkaldy early policy strategy documents for open space, quality maintenance and landscape design were forum called to meet planning development control needs. He initiated, established funding, resourced and developed a 200 person environment project responding to District Council policy.
 
     
 
10 years project work in Glasgow as Operations Manager saw him move through several local authority departments helping directors and managers raise projects for the improvement of housing, parks and cleansing services and open spaces in urbanised areas of multi deprivation. The link with the city's areas committees into which he injected policy and resourced project viability was exceptionally successful. Project staff rose to 3500 and an annual budget of £15.5 million. With Scot Rail as a client 500 people were employed on Railtrack and Station improvements.
 
     
 
David is aware of the political nature of local authorities and their processes to secure support and approval. His experience provides him with an understanding of the needs for long term sustainable management and the need to take on board political commitment.
